I don't have an exact itinerary yet but I will be in Japan for 2 weeks.
I was planning to spend about a week around Kyoto and Osaka, and then one week in Tokyo/around Tokyo.
Would it be better for me to get the JR pass for 1 week for when I'm around Kyoto and then JR East for when I'm in Tokyo?

It could be that the Hokuriku Arch Pass might fulfill most of your needs.

Or maybe a 7 day JR Pass to go down to Kansai from Tokyo and back, and then a Tokyo Wide Pass for the rest.

There are several JR East Passes - presumably you mean the Nagano Niigata Area Pass, but the Tokyo Wide Pass, Tohoku Area Pass, and South Hokkaido Pass are all JR East passes.
