I will be in Depart at Kansai Airport, and direct go Tokyo 3days > Fuji 2days > Kyoto 1day > Osaka 4days

Passes :
7days JR Pass (Osaka Airport to Tokyo, all places in Tokyo, Fuji, back to Osaka.. CORRECT?)

Balance 3 days, will buy Kansai Pass Thru .. CORRECT??

Yes the JR Pass will cover you for these areas. The JR Pass will be a cheaper way of traveling. Then when you are back in the Kansai region, if you are traveling to surrounding areas generally speaking the JR Kansai pass is cheaper, but depends where you want to travel to. You can use www.hyperdia.com to double check this.
