I will arrive to japan on the 8th of February and leave on the 4th of March.
I'm differently going to buy the 21 days pass, but it means that i have 5 days with no pass until my flight from Tokyo, and i might not be interested to stay all those 5 days in Tokyo. do i need to buy another pass for 7 days? or it's possible to travel around a little but without the pass on a low budget?

It really depends on where you are wanting to travel. If you are planning to travel around the country and see as much as possible the 21 day JR Pass would be best for the beginning of your trip, this will be cheaper as well.
If you are planning to stay in Tokyo at the end for a majority of the time but go on a couple of day trips to Yokohama, Kamakura etc. It maybe best to get a Pasmo card for traveling around Tokyo. Then purchase single/return from Tokyo to Yokohama. You can find the train fares on this website www.hyperdia.com.
