Is the rate better when I buy in Japan or I should buy it here?
If you really must buy your yen, I suggest you hold off until you are in Japan. Most people don't have access to competitive rates outside of Japan.
Personally, I like to keep my cash at home and do ATM withdrawals on a Chip & PIN debit card when I'm in Japan.
It depends where "here" is. If you're American, the exchange rates are horrible - buy your yen in Japan. But the best way, as said, is really through your ATM card at a Japanese 7-11 or post office.

Note that you can not use
1 or 5 yen coins in vending machines and phones.
We took a lot of yen last year ordered from the bank .We had a lot left over as we used credit card in many places .This year we ran out 3rd week sadly Brexit occured that week and got terrible rate in bank Tokyo .
