Hi, You can see regular fares, routes and schedules on Hyperdia. http://www.hyperdia.com Yes you need seat reservations for the bullet train north of Tokyo. If you are going all the way to Sapporo, it would take you over 12½ hours sitting on trains, completely murdering the day.
The real question though is unless you are going to stop off somewhere along the way, why wouldn't you fly? You can get up there in 2 hours and with low cost carriers like Peach, Vanilla Air and Jet Star, you can do it for as low as $50 one way.
