Cherry blossom viewing is very popular in Japan, and there is in fact forecasts for this. The blossoms can start booming in Okinawa from about mid January and then work their way up all the way to Hokkaido till about mid April. It's hard to pin point exactly when they will be at their height, but you can see a trend here, which will help you plan when to go:
