I am in Japan for two weeks but plan to take a few days in each place, so I will not be traveling every day. Start in Tokyo, go to Osaka then Kyoto then to Kinosaki and then back to Tokyo. Is it worth the money to by a JR pass or should I buy tickets at the time of travel?

If you don't plan to be back in Tokyo within 7 days of leaving, then the nationwide JR Pass is not worth it for your itinerary.
As an alternative, I recommend getting a Kansai WIDE Area Pass for some savings on your trips to Kyoto, Kinosaki and back.

The idea is to buy Shinkansen tickets normally for your trips involving Tokyo, and schedule five days at most for both Kyoto and Kinosaki Onsen to use the area pass. You will travel unreserved on any limited express service.
I also recommend making the return Shinkansen trip to Tokyo from the city of Maibara (Kinosaki to Maibara via Kyoto) in order to maximize the value of the pass
