Is National Rail Pass best for us?

We will be spending 14 days in Japan. Here is our itinerary.

July 18 - 21

Travel around Tokyo. We are staying at a hotel near Hanada airport. We will make day trips to Kamakura, Omiya, Mitaka, Higashi Kurume, Ginza, Imperial Palace, Tokyo Tower.

July 22 - 25

Travel from Tokyo to Nojiriko

July 26 - 27

Travel from Nojiriko to Kyoto

July 28-29

Travel from Kyoto to Misawa

    Hi,
    Perhaps you are not giving your full itinerary above. Your travel is too long for a 7 day JR Rail Pass, and not extensive enough to cover a 14 day pass (unless you're returning from Misawa within 14 days).
    Not all of the railways you'd take are covered by the JR Pass either - you could take JR up to Nagano City, then you'd have to pay for the non-JR train to take you to Nojiriko. Likewise, for going to Misawa, you could take the bullet train up to Morioka, but then need to pay for another railway to go to Misawa.
    Misawa is most famous for the US military base there - if you are military you would not qualify for the JR Pass. Make sure you've read the conditions of using the pass before buying. It'd take you almost 4 hours to get to Kyoto from Nojiriko, and much longer than that to get to Misawa - it looks like given the time you're allocating for Kansai it is not really worth it - perhaps a different itinerary would be more effective.
