Can you buy JR passes once in Tokyo?

We are flying out on Monday from Melbourne and have left buying the passes too late to be delivered to us. I was just wondering if you can purchase that passes once in Tokyo?

We are needing a 7 day pass for 2 adults and 2 children under 5yrs for travel between Tokyo-Kyoto-Osaka-Kyoto-Hakone-Tokyo.

    You CANNOT, *under any circumstances*, buy the full JR Pass after you have arrived in Japan. However, some places will deliver the exchange orders to you in Japan (if you have a stable address you can use for delivery), provided that you buy the actual exchange order before you leave for Japan. Not being a spokesperson for this site, I suggest you send a message to them directly and ask yourself:

    Your other course of action would be to contact any big name travel agency in your area - if they can make an air ticket to Japan, it's almost certain they can also make the JR exchange order for the rail pass as well, and they can do it on the spot, or make you pick it up (or mail it to you) within a day or two.

    Failing that, if you are taking JAL for example, you *might* be able to buy the exchange order from them at the airport. This varies though; JAL ticket counters in the US for example can do it, while the one in Vancouver Canada cannot. You should contact them directly ASAP to check if they can. If you're not taking JAL, you could contact your airline, but chances are frankly not good. It would not be the best decision to do this at the last minute at the airport anyway.

    Worst case scenario is not being able to get the Passes - in that case you might look at cheap air tickets on low cost carriers like Jet Star, Vanilla Air, or Peach. Or try ANA's Experience Japan Fare. Or try the Hokuriku Arch Pass:

    which is actually cheaper and you can buy in Japan, but will take a couple hours longer compared to the more direct Tokaido bullet trains.
