I will land at Narita at 16.55 (according to the plan) and have to catch a 18.45 flight to Chitose .Will I have enough time for the immigration and grab my luggage go check in and go exchange my rail pass?
Probably OK but no promises. It depends on how many other flights are landing around yours, how many officers are ready at Customs & Immigration at the time, and how many other people have the same idea as yours of activating a pass at Narita (it can take 20-30 minutes if busy).
