Regional pass bought in japan combined with seishun 18 pass

Can I buy the regional pass in japan ? And can I then combine it with the seishun 18 pass, so that I can go from Tokyo to Nagoya with the seishun 18 pass and then buy the Takayama Hokuriku pass there and go with it the whole way to Kansai airport. Because then I dont need to be stressed by the expensive JR pass and the 7 days. Ore if I use the 5 days on my way to Kansai with a stop in Kyoto I can then continue on the Seishun 18 pass. Thank you sir.

You can get the Seishun 18 Kippu as well as use another pass in Japan, provided that you are in Japan at the proper time.
Seishun 18 Kippu info is here:

The Takayama-Hokuriku Area Tourist Pass *must* be purchased outside of Japan.

With the Seishun 18 Kippu you can't ride bullet trains or express trains though, so to go from Tokyo to Nagoya on it would take about 6½ hours and require about 5 train transfers. Regular fare for such a route is about ¥6,260 so you would also lose money using the Seishun 18 Kippu.

A smarter and still cheap way to go would be the Platt Kodama ticket. You ride the Kodama bullet train, taking about 2¾ hours to Nagoya instead of 6½ hours, and it costs only a bit more at ¥8,100 yen.

It costs a bit more during peak seasons, but in either case you get a free drink ticket for the train, and for just ¥1,000 yen more you can even ride the Green Seats.
